Resolution Regarding Adding Fluorosilicic Acid to Drinking Water

Resolution ordering an immediate moratorium on the introduction of fluorosilicic acid or any fluoridation materials into drinking water distributed by Everett Utilities and a continuation of said moratorium until such time as the City Council votes to resume fluoridation.

 

This resolution orders Everett Utilities to terminate the introduction of fluorosilicic acid or any fluoride compound, into water distributed by Everett Utilities until ordered to do otherwise by this City Council. Everett Utilities is ordered not to dismantle fluoridation equipment but to conduct ordinary maintenance on it.

 

Whereas, The Centers for Disease Control and Prevention has now acknowledged the findings of many leading dental researchers that the mechanism of fluoride’s main benefits are derived from surface application to teeth and not from ingestion; and

 

Whereas, Despite being prescribed by doctors for over 50 years, the U.S. Food and Drug Administration (FDA) has never approved any fluoride designed for ingestion as safe and effective; and

 

Whereas, Drug products on the market prior to 1938 were presumed safe by the FDA and grandfathered to be sold without testing; and

 

Whereas, In 1938 sodium fluoride was used as a rodenticide, and fluoride’s grandfathered status came as a result of its use as a rodenticide and not as an additive to drinking water; and

 

Whereas, Fluoride is a cumulative poison, and 50% of the fluoride ingested each day is excreted through the kidneys and the remainder accumulates in bones, pineal gland and other tissues; and

 

Whereas, If the kidney is damaged, fluoride accumulation in a body will increase and the kidneys’ ability to excrete toxins is impaired; and

 

Whereas, Growing evidence links fluoridated water with increased lead uptake; and

 

Whereas, Fluorosilicic acids bind with lead, leaching high levels of soluble lead from lead water pipes, delivering a compounded dose of toxic lead with toxic fluoride to Everett water drinkers; and

 

Whereas, Once fluoride is put in the water supply it is impossible to control each dose an individual receives as fluoride is found in sources other than the water supply; and

 

Whereas, There are other sources of fluoride including food and beverages processed with fluoridated water, fluoridated dental products, mechanically deboned meat, teas, pesticide residue on food, and pharmaceuticals; and

 

Whereas, A comparison of results from 24 studies of fluoridated and un-fluoridated districts in eight countries revealed the reduction in dental caries is just as great in non-fluoridated areas as fluoridated areas; and

 

Whereas, The chemicals used to fluoridate water in the United States are not pharmaceutical grade but instead come from wet scrubbing systems of the super-phosphate fertilizer industry; and

 

Whereas, These chemicals are classified as hazardous wastes contaminated with various impurities as recent testing by the National Sanitation Foundation admitted that typical levels in drinking water treated with fluorosiclic acid were up to 1.6 ppb lead and .6 ppb arsenic; and

 

Whereas, Some of the earliest opponents of fluoridation were biochemists, and at least 14 Nobel Prize winners are among numerous scientists who have expressed their reservations about the practice of fluoridation; and

 

Whereas, The American Dental Association and a number of dental researchers recommend that children under 12 months of age should not consume formula made up using fluoridated water exclusively and that babies under 6 months of age should not receive any fluoride drops or pills due to an increased risk of dental fluorosis; and

 

Whereas, any level of dental fluorosis is a sign of overexposure to fluoride and affects not only teeth but every bone in the body as well as calcium rich areas such as the pineal glan; and

 

Whereas, It is impossible that fluoride could benefit the teeth of a toothless baby; and

 

Whereas, In January 2011, the U.S. Department of Health and Human Services reported that 41% of adolescents in the United States have dental fluorosis; and

 

Whereas, Children are being over-exposed to fluoride, with the highest doses going to bottle-fed babies who drink formula made up using fluoridated tap water; and

 

Whereas, Blacks and Hispanics are more likely to use infant formula with fluoridated tap water, resulting in minority children ingesting significantly more fluoride and growing up to have higher rates of dental fluorisis; and

 

Whereas, Blacks and Hispanics are more severely impacted in general by fluoride because many do not drink calcium rich cow’s milk, because many do not have access to calcium rich vegetables, and because rates of diabetes are higher and water consumption is therefore higher; and

 

Whereas, Andrew Young, Alveda and Bernice King, Rev. W. Owens of the Coalition of African American Pastors, and League of United Latin American Citizens (LULAC) are among the growing number of fluoride opponents;

 

Whereas, Fluoridation via drinking water forces those who have not consented to consuming fluoride to do so, given that filtration equipment is expensive and unreliable, and forcing medication on people without their consent is unethical; and

 

Whereas, Only through the total removal of all fluoridation from Everett’s public water supply can all residents be protected from the possible adverse health effects; now, therefore, be it

 

Resolved, By the City Council of Everett, Washington, in its continuing effort to promote the health, safety and welfare of all, orders the immediate moratorium on the injection of fluorosilicic acid or any other fluoridation materials to drinking water until such time as the City Council orders otherwise, and that the City Council will hear from expert witnesses on both sides of this issue before coming to a final decision regarding fluoridation, and that the City Council may authorize a non-binding plebiscite on the issue, after sufficient opportunity to inform voters of both sides of this issue.
