The Dental Foundation of Washington provided the money to build the fluoridation facility, and Port Angeles agreed to pay $433,000 if it fails to fluoridate city water continuously for ten years, and Port Angeles agrees to hold the Dental Foundation harmless against any and all liability for harm that the fluoride might cause. The city signed this agreement.
